Central government a proposal to amend the FCRA (Foreign Contribution Regulation Act). It was introduced in the lower house by the BJP ruling central government saying to streamline the compliance mechanism and enhance transparency and accountability. The amendment seeks to bar the public servant from receiving the foreign funds and proposes to have Aadhar link to the NGOs and organizations seeking foreign contributions. According to the central government, between 2010 to 19 many NGOs and organizations received foreign funds but failed to utilize them. Many of the organizations and people who received the funds failed to submit the statutory compliance such as submission of annual returns and maintenance of proper accounts as per the proposed amendments.
